conscientious

I understand that students, workers, parents can be conscientious meaning they put in a lot of effort into their work.

However, I found one more meaning of this word which is guided by or in accordance with the dictates of conscience. So, I would like to know if thinking, advice, point of view, decision can be concscientious, or if one can conscientiously devise a plan of action.

What does it mean to have a conscientious upbringing?
