Connotations?

Does it have a bad connotation when I say, "He speaks his mind?" For example, he says anything without considering how other people will feel.

Yes indeed; in Japanese, it is bad form to make statements directly. This is one of the major obstacles to learning either language and to communicating effectively across languages between Japanese and English.
