Connection of a phrase ?

Hi~
In the following paragraph, I don’t understand the final sentence, esp. the part underlined.
What do you think about the connection of the phrase? What is the phase connected to?
I don't get the whole sentence both in grammar and in meaning.

And as for the word “they” in the phrase, does that mean “property taxes”?
Any idea would be welcomed. Thank you~!

High-performing systems do not make the quality of their schools primarily dependent on the residential inequities of property taxes. Although, ever since Lyndon Johnson’s Elementary and Secondary Education Act, federal funding has been designed to offset these inequities, it increasingly comes with strings attached, meaning that schools already dealing with deep social disadvantages have to implement multiple and shifting initiatives and also endure the distractions of constant grant writing so that the resources they need can come to them. The United States should therefore move core funding of public schools away from property taxes, and the inequities they create between districts, toward other forms of taxation.

The issue is this. Funding of schools is based on the property taxes paid in their district. This means that schools in poor districts are less well funded than schools in richer districts. The writer says that this method of funding must be changed.

'They' means 'property taxes'.

The sentence is easier to understand if you remove the comma after 'taxes'.
