Connection between two adverbial to-infinitives

1. Care should be taken to properly version Master Data, if the need arises to modify it, to avoid issues with distributed copies.
I think "if the need arises to modify it" is the inserted clause, and that two adverbial to-infinitives are connected without "and."
If so, I'd like to know whether we usually connect two to-infinitive without "and."
