Connection and modifying problem ..

Hello everyone~

I'm confused about the relation of the part in red.

Where is the phrase "to experience" connected and what does the word "identified" modify in this context?

As for the question 1, which one do you think is better?

1) if he or she is willing to put ~ and is willing to experience ~

2) if he or she is willing to put in the effort required to gain proficiency and to experience

And as for the question 2,

Could it be possible for the word "identified" modify "proficiency" as well as "rewards" in this context?
