It's a known and specific problem, so natural English is
. . . they have to face the difficult problem of deciding what to do with their children's education.

Note also that the sentence assumes that all Japanese business people have children.

I am not sure how to decide whether I should use "about" and "with." I'd really appreciate it if you could help me figure that out:)
