Do we need a comma before 'and' in the sentence below?

The sentence is semantically odd, and would serve in only a very limited number of contexts.

I was always taught that the only time you place a comma before a conjunction is when the second part of the sentence is an independent clause. Thus the sentence above may be punctuated incorrectly.

I think a lot of people here would agree with you, ie no comma.

My feeling is that such a comma often helps the reader to quickly grasp what is being said. This is particularly the case when the sentence is long..
