Conjunctions

I am having trouble putting in commas...

In the sentence:
"I see the you are working to help the poor and I am excited to be a part of that effort."

Does the comma go before the "and" or after? And is there a general rule about where to put the comma while connecting sentences with and, but, or, etc...?
