Conjunctions

How many times can we use the conjunction 'nor' after 'neither' in one sentence, e.g. "I speak neither Russian, nor English, nor German, nor Chinese" or it should be "I speak neither Russian, nor English, or German, or Chinese?"

The either / or construction is usually just for pair things. It could be the same for neither /nor but I cant say for sure.

I would avoid using "nor" and in the sentence you propose would just say "I can't speak Russian, English, German or Chinese."

“not one or the other of two.”

You are contrasting all with the "neither Russian" statement there, so it would be fine in formal writing and speaking. Don't go on for too long though.
