conjunction and punctuation

In addition to pagodas and historical sites, the famous Wat Sisaket Temple with its big Buddha image, the old Hotai library whose walls are covered with sapphires, and wall paintings are well worth seeing.
In the sentence, I don't understand that there is a comma before 'and'. And please check the sentence. Thanks in advance.

The relative clause must be set off with commas unless there is more than one old Hotai library.
