Conjunction and geography

Hi,

I'm reading a book. It's about geography and there is a sentence I'm not sure about. My questions may not seem that they are about grammar but I need to understand if I understood the sentences well (or if I couldn't see something important)

(The part for the context:) Some people are concerned that dams may harm the environment. This is because they stop sediment from being carried downstream to create new land. (The part which I have problem with:) In poorer countries, crops can fail downstream, due to reduced water flow, and many people can lose their homes create dams.

1) why is it 'in poorer countries'?

2) it says 'crops can fail downstream' and I understand that as 'crops can prevent a strong flow or weaken it'

3) Many people can lose their homes when land is flooded to create dams. Do we (humans) create dams or are they natural dams?

4) '......due to reduced water flow, and many people ....' What purpose does 'and' serve here? Do we do 'dams' because of reduced water flow?

I thought that too but what about 'downstream'? When I saw it I thought that 'fail' should have the meaning as in 'it fails me'. Why is it there? I can't understand. What does 'downstream' do there?

'It fails me' does not mean anything to me. 'Downstream' is a location; it means along the river after the dam: the dam stops the water flow and people downstream do not have enough water to grow rice, so the rice crop fails.

I thought that because the dictionary says: Downstream: In the direction of a stream's current.
