Conjunction "and"

Could someone kindly let me know whether the following statement is grammatically correct.
" This carpark only accepts Octopus Card for payment and NO reloading with automatic add value service."

What does "NO reloading with automatic add value service" imply? How about reloading with cash?
Thanks

" What does "NO reloading with automatic add value service" imply? Thanks It's hard to grasp any meaning with that "NO reloading with automatic add value service". The value-added services are services beyond standard ones, so what they have to do with a payment in the carpark is a mystery for me.
