Congrats in formal letter

Is it normal and polite if I say congrats on special days ( like thanksgivings or Christmas) in formal Emails to someone I have not met yet in an academic atmosphere? Someone like professors or secretaries?

Thank you Iman! Do you find this letter formal and polite? The case was when I need a very quick response, and after some Emails she finally responded me and said "Sorry for the late response I was not at my office because of thanksgiving"
