Confusing grammar question

I came across this question in my exercise book:
Biologists often say that it is not chemists or physicists but that they have the answer to the improvement of life on earth.
Replace the underlined part with the correct expressions:
A. they, and not chemists or physicists have
B. it is not chemists or physicists but it is they who have
C. it is they, not chemists or physicists, who have

I think the correct answer is A but I'm not sure.
What do you think?

I don't quite know how to 'explain', except that only C fits accepted English structure:

Biologists often say that it is they (not chemists or physicists) who have the answer to the improvement of life on earth.

A. they, and not chemists or physicists have-- This needs a comma and the relative pronoun to introduce the relative clause.
B. it is not chemists o
