Confusing grammar

Help me to choose the right answer pls:

..... our employees the best way to improve their productivity.

A. Show

B. Showed

C. Showing

D. To show


I think the answer is A because this sentence doesn't have complement right? But how about "To show" in which situation that I can use it?
