If today is any day except Monday, "this Monday" refers to the next Monday which is coming, or "this coming Monday."

If today is Monday, and we know that it's Monday, we'd say "today." (My birthday is today.)
If for some strange reason we say "This Monday," it would be fairly safe to assume we mean "today."

Hah thats funny....it used to confuse me too.

But the answer to your question is, it ALWAYS means the coming Monday. So in your case it will be the 25th.
