Confusing construction

The suspect is a systems engineer dispatched by a staffing agency to a company manages databases for Synform Co., a Benesse Holdings Inc. group affiliate.

This is a passage from a newspaper article. In it, I don't quite understand the part "to a company manages databases for Symform Co." I wonder why a relative pronoun is omitted. Is this correct as it is?
