Confusing comparative sentence

(1) I have one-third more books than he has= (2) I have one-third as many books as he has (??)

Q1. Do they have the same meaning?
Q2. In terms of the meaning of the sentence (1), which one is correct?
1. If he has 9 books, I have 12 books.
2. If he has 9 books, I have 3 books.

Those two sentences are not easy to understand. Please help me understand.
