1) He ruled out my suggestion.
2) He overrided my suggestion.
3) He overruled my suggestion.

what are the differences?

Very similar in intent, all of them. If I can find any differences, they are these:

1) He ruled out my suggestion.-- He said it would not be used
2) He overrode my suggestion.-- He used another instead
3) He overruled my suggestion.-- He negated it.
