"confused OVER/AS TO something"

Here's a statement I saw:
"I think that she's confused as to what GMOs are and how they're not as harmful to human health as it's believed to be."
What if I replace "confused as to" with "confused over"?
Which version would be better?

Which version would be better? You may do that, but you have made no improvement.

Well, for your information, I'm not looking for that either! Just wondering which one should be the more appropriate and/or correct expression anyhow.
