The pattern is

'supposed' + infinitive.

It doesn't matter if the infinitive is 'to rain', 'to smoke' or 'to be'.

Make a sentence without 'supposed to'. Then change it so that you have 'supposed' and the infinitive of the main verb of the original sentence.

'rains' becomes 'to rain';
'smoke' becomes 'to smoke';
'is' becomes 'to be';
'are' beco
