Yes.

Yes. Certain verbs don't take an if-clause or a when-clause as a complement, so 'it' is placed there instead and then the desired clause.

appreciate it if ...; appreciate it when ...;
like it when ... ; hate it when ...;
know it when ...; know it if ...

In casual conversation or writing 'it' is sometimes omitted from 'it when', but it's usually not omitted from 'it if'.

In these cases, "it" stands in for the following clause; it doesn't refer to anything previously mentioned.
