Confused about the meaning of the following sentence

Hi, 

Is the following sentence correct, please? Does it exist in English language? Please tell me what it means if it does. 

- Casting oil into fire is not the way to extinguish it

Would you kindly tell me how I should pronounce that word? --Since, perhaps, I had never encountered that before. I have just looked it up in my dictionary and it says it means to make something worse, but it doesn't tell me how I should pronounce it.
