What does this sentence below even mean?

"Two bald men fighting over a comb have dignity compared with the battle over the House of Lords"

I guess it's just supposed to create a funny mental image. It sure made me laugh! Imagine two middle-aged bald guys (probably short and fat as well), scrabbling over a comb, that neither of them can use anyway.

Imagine two middle-aged bald guys (probably short and fat as well), scrabbling over a comb, that neither of them can use anyway.
Those guys have NO dignity at all. All you can do is laugh at them. So, that sentence is saying that the people involved in the battle over the House of Lords have even less dignity

i think it means to fight for little things(for useful or usless item) doesn't make much difference but when we talk about 'battle' it does....

Oliver01So "have dignity compared with" implies they have no dignity or it's it just explicitly means they have no dignity
X has dignity compared with Y means, in this kind of context, X has more dignity than Y. We don't know if Y has little dignity or no dignity, but X has more than Y.
