Thanx Clive! You are right, it is incorrect grammar, thank you for pointing it out. It's hard to define a larger context briefly. However, it has to do with the recruitment procedure for civil servants in the probation service. So the whole sentence goes as follows: "As probation staff are Civil Servants, the framework of recruitment and confirmation in post is not negotiable."
'Confirmation in post' means 'confirmation that you now have that permanent job position' eg you are no longer a temporary employee, or no longer employed on a trial basis.
