Conferring and consulting
Hi, what is diffrence between "conferring" and "consulting"? I guess they had a reason to use here conffer and not consult? 
"Obama had bonded with Daschle the previous fall, when Daschle was on his way to being defeated for reelection in South Dakota, and had been conferring with him ever since"
