Confer upon

Hi, can someone let me know what 'confer upon' means here?

I know confer means 'to discuss or 'to bestow', but none of them seems to be right here.

--------
this Guarantee is not intended to, and does not confer upon any person, or successors thereof, by operation of law, equity, contract.
--------

Thank you very much!!
