b. What is meaning of 'offering kingly diversion'? Maybe he will offer some kind of amusement? Yes, offering amusement that is fit for a king.

I see that you are still reading O. Henry. They are excellent stories. I hope you realize, however, that they are basically written in old-fashioned English and use expressions and vocabulary that are seldom or never heard today. The word 'cosmopolite' is just one example.

So, if you are reading for pleasure, that's great. But if you are reading to improve your English, I would suggest something more modern.
