Conditionals with present continuous tenses

I've found following sentence from one of books that I've read. Though I can understand the meaning of the sentence without difficulty, I cannot understand what are the grammar points associated with that. Therefore, I would really appreciate it, if someone could provide me with a description on what type of sentence is this and related links to learn this types of conditional structures further.


We recommend that, if you are buying a cot, do make sure that any metal present is not rusted or bent in any way.


In addition, is it possible to replace "if" with "when" in the above sentence without any changes in the meaning?
