Why would some native speakers express conditional tense without if-clause ?
Example : Peter loves doing things that people wouldn't do

To me that's not conditional: it is the past of 'won't'.

You mean the example one. Is it safe or legit to say in english : 'I would've come to your party' without saying 'If I hadn't been very busy' ?
