Conditional sentence or not?

If you believe I did something inappropriate, then what exactly did I do?

If I did something inappropriate, then what exactly did I do?

There is no real condition and result in the two sentence above.

Are these conditional clauses?

If yes, how?

If not, are they ungrammatical?

Thanks
