Conditional in an infinitival clause

1. "I will tell him to come if he wants to."


2. "I will tell him to come, if he wants to."

In the first sentence, the conditional is a part of the infinitival clause, whereas in the second the conditional modifies the entire main clause.

Therefore the first sentence means that I said "Come if you want to", whereas the second sentence means that if he wants to come I will tell him to come.

Is sentence #1 gramatically correct ?
