Conditional 1 in the past tense

The narrator is the leader of the bandit and the realm has been attacked by devilish things.

He did with me as Corwn had. He offered full pardon to me and to my men if we would join with him against the Wardens of the Circle. Having gone through what I had gone through, I realized that the thing had to be stopped. So I agreeded.

I'd like to know why "He offered," not "He told he would offer."

2. He told him he would offer - "told" is the main verb. "he would offer..." is a noun clause.

The first sentence is more direct.
