Here's the context, or should another word or phrase be used?

The situation/condition in the city is not as hectic as usual because today is holiday.

"Situation" here means the state of things. "Condition" is narrower, often applied to the individual, say the medical condition of a person or the condition of the overpass. It can be generalized in the plural: "conditions in the city." I think either word is superflous:

"It's not as hectic as usual because today is a holiday."
