Concerned or Relevant?

I'm writing a letter to some institutions and thinking of addressing them as one of the following:
To the head of the concerned institution
or
To the head of relevant institution
Which do you think is more appropriate? If none of them is appropriate, I will appreciate it if you can suggest an alternative. Thank you.
