Why is it incorrect that if we write "The full stop is used when we wish to show that related idea in the sentence is complete." , i.e, why can't we use "related idea" instead of "idea concerned" ?

concerned is wrong here.
related is not completely wrong, but I suggest this.

"The full stop (.) is used when we wish to show that the idea expressed
in the sentence is complete."

PS - I'd be cautious about relating a sentence to a complete idea, because a complete idea is a hard thing to define..

If you say that a sentence concerns an idea, it can mean that the sentence refers to a idea that has already been stated in some other sentence.

Buy if you say that a sentence expresses an idea, that means the sentence states the idea clearly.

Because I am not good at English so I would like to ask that whether or not we can use "related" as an adjective such as in this sentence: "Related book has strange formulas."

Yes. But you need an article,
eg The related book has strange formulas.

And the reader needs to know what the book is related to.
