What does 'a concerned question' mean?

You ask a question to someone, worrying about him/her. Is that what it is?

I have heard of concerned being used to describe people. (It means worried.)

The police were called by several concerned citizens.

That was a question from a concerned parent.


But I can't think of an example of a concerned question.

That's how I would interpret it, but it is not a conventional usage of the word.

Dictionary.com gives "concerned look" in that a look itself can be troubled or worried. A question is not itself troubled or worried. I would have picked serious, u
