conceptual and procedural/relevance theory

Both conceptual and procedural are ways that information can be communicated. Can someone please explain to me the difference between the two. Also, i have read quite a few books and articles about the relevance theory , however i cant seemed to acutally understand what is it they are trying to convey. Can someone also explain to me what the relevance theory is about, in terms of explicit and implicit meaning.
