Con man/con artist

Hi

Does these two mean the same as a "cheat"?

For example when we were playing cards one of the players was cheating. Can I say he is a "con artist"?

Con man is short for confidence man. Someone that gets you to trust them, then steals your money.

So if someone wants to sell me something and says that it is of great quality but later it turns out that he sold me some trash, can I then call such a person a con artist?

You can call him a liar and a cheat but if he's still in town after he cheated you he's not likely to be a con artist; con artists don't stick around.
