I read the following two paragraph and I can not understand some parts of it.
"More precisely, information overload can best be seen as the situation which arises when an individual's efficiency and effectiveness in using information (whether for their work, studies, citizenship, or life generally) is hampered by the amount of relevant, and potentially useful, information available to them.
The information must be of value, or it could simply be ignored, and it must be known about and must be accessible, or the overload will only be potential; although that latter situation could certainly cause anxiety or FOMO (fear of missing out)."
Specifically I write my questions. I am sorry for the lots of questions. I will appreciate your help.
1- the second paragraph, is about the characteristics (a quality or feature) of information, or is some tips about information?
2- In the word "The information must be of value, or it could simply be ignored", the word "or" is meaning "otherwise"?
3- In the word "(information) must be accessible, or the overload will only be potential", what is the meaning of "or the overload will only be potential"?
4- In the word "although that latter situation could certainly cause anxiety", which situation is "that latter situation"?
