Comprehension of a sentence

Hello

I do not understand well meaning of the phrase "the more alternatives it offers" in the following statement:

"The more diverse and complex a collection of information is, and the
more alternatives it offers, or appears to offer, the more likely it is to cause overload"

The "offer" in this sentence is meaning "recommendation"?

And the "alternative" is meaning "another information"?
