Compound dependent clause?

Is it OK to omit the comma before the "and" in a sentence such as this:

"After the thunderstorm stopped and the lights turned back on, we ventured outside."

"The lights turned back on" is technically an independent clause, but it's being modified, in my view at least, by "When" and is part of the dependent clause.

Whether it's OK or not depends on which style guide you read. There is far less agreement on the use of commas than some guides suggest. I use more commas than many people these days , but I would not use one before 'and' in that sentence.
