Are the trainees required to compose a instructional material? No. They have to try to work out the rules for writing manuals by looking at a finished manual. It may be implicit that they will later be required themselves to write manuals.

What does "the inflexible, though tacit, rules" refer to? Grammatically, the reference is to for composing more of such instructional materials.

I would choose E here. They are trying to deduce the rules by looking at an example.

what does "for composing more of such instructional materials" mean? It means 'the rules which people must follow in order to write more manuals', or 'the rules that describe how manuals should be written'.

It's an awkwardly worded phrase. I'd say something like 'rules for preparing this type of instructional material'.
