"comply"

Actually I'm looking for an exact expression to express the meaning of someone constantly being cooperative with another.

For example, if I were to describe that a whole bunch of people who are so used to taking sides and acting in concert with whoever that is relatively powerful, what would be the best expression here?

Can I say "The reason she gets to be so brusque to some others without getting any 'payback' is because these weak-minded people around her always take her side and COMPLY to her lousy ways despite what's right and wrong in the situation"?

I've only heard of "comply WITH" being applied when the object is a person, right now I'm using that phrase on an object matter, though.
