Complicated sentence

The following:

"We see private-sector security companies
hiring out to cartels

in Colombia, Russia, Mexico,

hiring ex-Special Forces, Stasi,
ex-KGB, like that, all the time."

"Guys with trigger time, skill sets,
tradecraft, look like a cab driver."

Please explain this sentence to me.

Ex army and intelligence service people are now working for private security companies in a possibly rather dubious way in rather dubious places (no offense!) - mercenaries may be a better description.

Trigger time - gun experience?
skill sets, trade-craft - other relevant experience
look like a cab driver - instead of looking like a hired thug.
