Complex Subject ?

Hi everyone !

Here is a fragment from the news :

"Russian president said to have wanted to delay truce by 10 days in order to force surrender of Ukrainian troops at key rail hub"

So why "Russian president said" instead of "Russian president is said" ?
Or it's just some shortening?
