Complex sentence?

"The company today announced that it has stopped the flow of oil from the existing leak points."

I believe this is a complex sentence with an independent clause and a subordinating clause.

Which part of the sentence is the independent clause and which part the subordinated?

subordinating clause: 'that it has stopped the flow of oil' (This is a relative clause?)

independent clause: 'The company today announced' - This is where I became confused.
I don't think this clause can stand alone.
