Complex or compound complex sentence

Question

Is this a complex sentence structure with one independent clause with an embedded sub-ordinating clause: 'we believe that this behaviour is being encouraged by some members'; the conjunction 'and' is joining phrases not clauses. Although there could be ellipsis occurring in the latter parts of the sentence i.e. 'is encouraged' by some politicians and is encouraged by certain cartoonists.'
This is the sentence:
We believe that this behaviour is being encouraged by some members and by some politicians and certain cartoonists.
I need to know whether it is a complex sentence or compound complex sentence and your assistance would be greatly appreciated.

No, there’s no ellipsis. But even that construction is a coordination of (verb) phrases. not clauses.

I’d say the whole sentence is an independent clause. We believe is just the subject and predicator, but the clause doesn’t end there because the predicator has the subordinate clause as its complement. (Similarly in I am tired, the whole thing is the main clause, not just I am.)
