Complex or compound-complex sentence?

I would appreciate your help with identifying a type of two following sentences that I need to include into my masters thesis and I have difficulty with determining a type of the sentences.
Please could you tell me, whether the sentenes are complex sentences or compund-complex sentences????
I know that a comlex sentence contains only one independent clause and one or more dependent clauses. Compund-complex snetnece on the other hand contain two or more independent clauses.

I would say the sentences I am asking to help with are complex sentences and I marked them as comlex snetneces. My teacher marked them as compond.complex sentences, which I consider as worng, as they contain only one independent clause.

Could you please help me? I really need an answer and would really appreciate your help.

The sentences:

1) In order to combat fraud, corruption and other unlawful activities, the provisions of Regulation (EC) No 1073/1999 of the European Parliament and of the Council of 25 May 1999 concerning investigations conducted by the European Anti-fraud Office (OLAF) shall apply without restriction to the Centre.

2)
Requests referred to in paragraph 1 shall be accompanied by background information explaining the scientific issue to be addressed and the Community interest.

Well ... I was thinking the sentences are complex... containing one independent clause and then also non-finite relative clauses.Actually, I am wirtig my diploma thesis on English relative clauses ... ad identifying these sentences is really crucial. Dont you think there are any non-finite restrictive relative clauses?

As I tried to explain before, I don't think in those grammar terms. I use a more traditional approach.
Different grammar systems have different names for things.

look at this example.The dog, which you give me barked at me and my hand.To recognize what type of this sentence, you have to seprated it to many clause to see if each clause is dependent or independent. This is a with two independent clauses (The dog [which] you gave me barked at me and The dog [which] you gave me bit my hand) and one dependent clause ([which] you gave me).
