Complex Object (with to be)

Is it possible 1) to leave "to" in the sentences containing phrases with"to be" (taking into consideration such verbs as SEE, HEAR, NOTICE, WATCH etc.) and 2) put either Passive voice or Perfect Infinitive :

He saw the work to be finished (when interested just in the fact). And:

He saw the work to have been finished (when interested in the sequence of events).

Or it is better to use Past Perfect:

He saw that the work had been finished. ???????

Frankly speaking, all these three variants seem to be possible... But the 3-rd one seems to be the most preferable...
